TOEICには英作文、会話は出ません。簡単なヒアリングといかに「英文を速読するか」だけが問われます。単語は大学受験英語で対応できるものが多い。TOEICでは問題７の対策が必要です。如何に時間内に終えるか。その為には英文の速読が求められます。色々の方法がありますが、大学入試センター試験の過去問題集を２００２－２０１３まで、問題５，６をやってみる（書店で1000円以下）。その時、一度読んで理解できるようにする。また東大英語長文が5分で読めるようになる（小倉慶朗書）で音読による文章理解などがいいと思います。勿論TOEIC参考書も使い一読で内容が把握できる（何が書いてあるか）ようにする。時々でなく、毎日1～2時間は英文を読むこと。

日本を取り巻く国際情勢状況ーとりわけ対中国情勢ー

先制攻撃可能な兵器は調達可能か？
Ties between China and Japan have been strained by a territorial dispute over uninhabited East China Sea islets and hawkish Japanese Prime Minister Shinzo Abe won a decisive victory in upper house elections.Japan is likely to start considering acquiring the ability to launch pre-emptive military strikes in a planned update of its basic defense policies, the latest step away from the constraints of its pacifist constitution.

日本と中国は東シナ海の無人島に対する領土問題で緊迫した情勢が続いています。そのような中、タカ派の安部首相は参院選で圧倒的な勝利を収めました。（参院選の勝利により）日本は基本防衛計画の中で、先制攻撃を行える能力を考慮するという基本計画最新版を考え始めたようです。つまり平和憲法の制約から逸脱するという政策です。

法案通過と調達コスト
The expected proposal, which could sound alarm bells in China, is part of a review of Japan's defense policies undertaken by Prime Minister Shinzo Abe's government. The final conclusions of the review are due out by the end of the year. Just what hardware might come under consideration is as yet unclear. And with a huge public debt, Japan may be in no position to afford the bill. Obtaining the ability to strike missile bases in mainland China would be an even bigger stretch, requiring for example intercontinental missiles. 

（言いかえれば）中国に警戒心を起させるような政策とは安部政権が日本の防衛政策を見直すということです。最終案は年末の予定とのことです。どのような兵器なのかまだ解りません。日本の膨大な国家負債（1,000兆円と言われる）を考慮すると、そのような法案を通す事は無理なような気がします。仮に中国本土のミサイル基地を攻撃するような能力（大陸間弾道弾）など更に無理なのです（法案通すより）。（その開発費はどこから持ってくる）

憲法9条の制約
Article 9 of Japan's constitution, drafted by U.S. occupation forces after its defeat in World War Two, renounces the right to wage war and, if taken literally, rules out the very notion of a standing army. In reality,Japan's Self-Defense Forces are one of Asia 's strongest militaries.

（別な面から）第二次大戦後占領国家アメリカにより起草された憲法9条は戦争を放棄しています。憲法を文字通り解釈すれば、現在の軍事力（自衛隊）をも否定しているのです。しかし日本の自衛隊はアジアで最強の軍事力を誇る国家なのです。（この矛盾）

TPPは経済条約？安全保障業約？ 
As for Trans-Pacific Partnership, or TPP, Abe’s government, no matter what, would participate in it. For him, TPP is one of many measures to defend Japan from arrogantly assertive China. Also, TPP is a military treaty rather than an economic treaty, in fact, security treaty by the nations which have been feeling threats against China .

（そのような中）TPPについて言えば、安部政権は何があろうと参加するだろう。安部氏にとってTPPは傲慢で強引な中国から日本を守る、手段の一つなのです。TPPは経済条約と言うより、軍事条約なのです。事実中国の脅威に対する国々による安全保障条約なのです。頭の聡明な尾辻氏はそのこと十分承知していたのだが・選挙期間中、声高にTPP反対だけを強調して農業組織からの投票を期待して戦った！

As for the man well versed in the strategy surrounding Japan, he shouldn’t have campaigned against TPP excessively. But he laid stress on it. knowingly, he did to garner a lot of votes from agricultural organization in Kagoshima. It was a sort of Pork-barrel politics as ever. We call it a bunkum campaign. Once a treaty being sealed to participate, how he would account for the reason. The word of Globalization contains many paradoxes and oxymorons. We, voters, constituency, voted for him taking his campaign with a grain of salt.

日本を取り巻く戦略に熟知した人として、尾辻氏はTPPに過度に訴えるべきではなかった,が実際反対だけを強調したキャンペーンをした。十分解っていながら、鹿児島の票を得るためやった。相変わらず一種の利益誘導型選挙(pork-barrel politic)である。我々はそれを（デタラメbunkum）キャンペーンと言う。ひとたび、条約に参加が確定したら、尾辻氏はどのように申し開きするのだろうか？国際化という言葉は多くの逆説や矛盾した言葉があるのだ。我々選挙民はTPP反対という彼の主張を割り引いて(with a grain of salt)投票したのだ。
